Данная статья посвящена анализу развития экономики региона, включающему в себя Шанхай и города дельты Янцзы. Выявлены проблемы и предложены некоторые пути их решения.

The city economic circle which regards Shanghai as the dragon head, the south of Jiangsu province and the north of Zhejiang province as two wings, which includes fifteen cities bigger than prefecture cities in Shanghai, Jiangsu and Zhejiang, is becoming the engine of economic development of China. Thus, deep analysis of the economic development situation of the dragon head of Yangtze River delta city economic circle and correct understanding of the regional economic development situation in Yangtze River delta play the instructive role in making scientific economic development strategies and countermeasures for the related province and municipality.

Regional economics is the use of point of view of economics, research in different regions changes in domestic economic development, comprehensive application of space science organizations and their mutual relations. In China, Yangtze River Delta city economic circle in the national economy plays an important role as an important engine for China's economic development. Especially in 2010 Shanghai bid for the World Expo, it provides a rare historical opportunity for the Yangtze River Delta region development [1]. In this historical context, with Shanghai as a leader, to Jiangsu and Zhejiang for the two wings, and jointly promote regional economic integration, and build a strong overall competitiveness of the Yangtze River Delta economic region, build China's economic center, and gradually became the common goal of Jiangsu, Zhejiang provinces and Shanghai city, and turned into an important national strategy.
1. Favorable economic Development Conditions in Shanghai and Yangtze River delta
There are some favorable national policies. Early in 1982, China sounded the clarion call of reform and opening, national leaders put forward that “With Shanghai as the center, including Ningbo, Nanjing, Suzhou and Hangzhou to establish the Yangtze River delta economic circle” [2]. After each discussion session, it was gradually deepening, until recent years, the “Eleventh Five-Year” plan. And the infrastructure is almost complete, construction of airports, ports, rail transport and other major infrastructure to enhance the competitiveness of the city had a direct, significant impact [3].
With China's reform and opening as well as joining the WTO, more and more people recognize the face of international market challenges. There are not only businesses, but more important the government. Chinese governments at all levels face such opportunities and challenges, how to adjust their administrative philosophy as soon as possible to reform the current administrative system, improve their administrative functions, and change management, as many scholars study [4].
2. Analysis of Shanghai and Yangtze Delta Economic Development status
First, with Shanghai as the center of the Yangtze River Delta urbanization, marketization and internationalization processes are accelerated noticeably, burst out of the strong economic growth momentum, it has become one of the regions in China and Asia which is the most active and competitive [5]. Second, in recent years, the Yangtze River Delta regional began thinking of the strategy regional cooperation and greatly enriched the connotation of the Yangtze River Delta region, the linkage of economic development and integration to further accelerate the momentum. Third, "Yangtze River Delta" development in China plays an important role in economic development through closer industrial linkages, the formation of integrated development pattern, as an inevitable trend, "Yangtze River Delta" economic development in urban areas, so regional industrial system has gradually been formed [6].
Yangtze River Delta regional economic integration from the region, has unique conditions. Course description of world economic development, urban centers, and large metropolitan, regional economic integration is to maximize the benefits of economic development [7]. We can see from 2010 National hundred counties (cities, districts) ranked in the top 20 (Table 1), which belong to the Yangtze River Delta area which reached as many as 17. The level of regional economic development can be seen in general.

3. The issues and challenges that regional economic development have faced
Meanwhile, the impact of the region unresolved structural problems with the international financial crisis are intertwined, difficult to increase the further development of the Yangtze River Delta region, some deep-seated contradictions and problems need to be solved. Cities development orientation and division of labor within the region is not reasonable, yet the overall regional advantages into full play; transport, energy, telecommunications and other major infrastructure has not yet formed an effective support and cohesion. Promotion of the rational flow of factors of institutional environment and market system needs to be improved; industry level is not high, modern service industry development is lagging behind, industry standards and services also need to be improved; independent innovation capability is not strong enough, still need to improve the international competitiveness; land, energy scarcity, resources environmental constraints increasingly evident; unbalanced social development, urban and rural areas have a large gap between the level of public services; aspects of administration, social management system reform is not in place, the reform of the crucial task remains arduous [8].
4. Measures to solve the economic problems of the region
They are the following .To form an effective mechanism, and adhere to the principle of regional economic and social environment for sustainable development. To develop guidelines to improve the effectiveness of socio-economic regulation of environmental sustainability in the region [9]. To optimize the overall layout to Shanghai for the development of the core, to promote coordinated regional development, improve and upgrade urban functions of various types, improve the technological innovation capability.
5、Summary
Overall, the essence of the integration process of regional economic development is the social and economic development of a regional system engineering [10]. therefore, to promote economic development in the Yangtze River Delta regional integration process should also be taken into account in many aspects, especially in the regional leading industries and basic industries development, regional unified market construction, development of point-axis development and regional urban areas between the main cities of the network pay attention to strengthening coordination and communication.
