Today, the media plays a key role in society. In particular, the role of the media in the socio-political life of Uzbekistan is rapidly strengthening. If we look at the history of the media in our country, in 1991 there were only 395 media outlets in the country. By 2016, their number had risen to 1,437, but today their number is approaching 2,000, and most of them are private. The University of Journalism and Mass Communications was established to improve the system of training modern specialists for the media in Uzbekistan. Organizations such as the Creative Union of Journalists of Uzbekistan, the National Press Center, the National Association of Electronic Media, the Public Fund for Support and Development of Independent Print Media and News Agencies and the International Press Club are successfully operating. Representatives of leading foreign media outlets in Uzbekistan, including Reuters, France Press, BBC, The Economist, Xinhua, VOA, Fergana.Ru, and Eurasianet, work freely.
In Uzbekistan, public relations, dialogue with the people is becoming an important social institution. Public opinion is proving to be a mirror of civil society. As noted by President Shavkat Mirziyoyev in his congratulatory message to the staff on the occasion of June 27, 2017 — the Day of Press and Mass Media Workers, We can achieve our goals only if the media becomes a real platform for communication, a platform for free thought. The Law of the Republic of Uzbekistan «On transparency of public administration» adopted on May 5, 2014, strengthened the legal framework for information services. Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated February 17, 2018 «On measures to further improve the activities of information services of state and economic management bodies of the Republic of Uzbekistan» 125 (Annex 2) The tasks of introducing an effective decision-making system based on openness and transparency in the field of public administration, ensuring accountability, openness and responsibility of officials to the public in obtaining information have been identified. Resolution of the President of the Republic of Uzbekistan dated June 27, 2019 «On additional measures to ensure the independence of the media and the development of information services of government agencies and organizations» (Annex 3) was a very important step in further development.
In order to ensure the implementation of this law and resolution, the National University of Uzbekistan named after Mirzo Ulugbek, Faculty of Journalism, Uzbek University of Journalism and Mass Communication, Uzbek State University of World Languages, Faculty of International Journalism, Karakalpak State University The subject of Information Services is taught in the university. It is important to note that starting from the 2019–2020 academic year, these higher education institutions will start accepting applicants in the field of Information Services, and faculties specializing in training in this field will be established. The Decree of the President of the Republic of Uzbekistan dated February 2, 2019 «On additional measures for further development of the information sphere and mass communications» The Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan is responsible for ensuring the transparency of their activities to government agencies and other organizations. the task of assisting in inculcating a culture of open, public interaction with the media, including through the coordination and methodological support of their Information Services (public relations units). The Information Services of each ministry, department, institution and organization are primarily responsible for the full implementation of these tasks.
It has been repeatedly stated that the press, which is the mirror of life, should be raised to the level of the fourth power. We still have a lot of work to do. Due to the long ideological and administrative control of the media in our country, it is still difficult for them to get out of this situation, first of all, to feel psychologically free. In today's fast-paced society, all areas have their place and importance. One of the most important trends of our time is, of course, the media. We learn the news of social life every day through television, radio, websites and similar means. This, in turn, increases the responsibility of the staff of the Media Agency.
In this article, before we acknowledge the importance of authorship in directing, filming, and editing practices, let’s take a look at the author’s word: The word author is derived from the Latin au(c)rov, which refers to the creator of an artistic or popular work, scientific research, project, invention, etc. An author is an author of a particular work of art, science, or journalism. The role of the author in every direction is invaluable, both in directing and in the process of filming, as well as in the practice of editing. Ensuring transparency in society is not easy. It's no secret that there are those who hinder it. However, it is not good to sit idly by and say that there is an obstacle. Burning a bed with fleas is tantamount to thwarting transparency efforts. The only way to find a legitimate, scientific answer to the question of what to do then!
The realization of the noble aspirations of our people, the courageous removal of various obstacles, bureaucracy, indifference, greed, corruption, etc., are uncompromising. I consider journalists who consider the formation of public opinion as their profession, the meaning of their lives, to be real journalists, — said President Shavkat Mirziyoyev. Of course, we all understand that the media requires not only professional knowledge and skills, life experience, a sense of responsibility for their word, but also a high civic position and moral courage. To achieve this goal, we need to create more opportunities for the media in terms of legislation, logistics, training and methodological support. Indeed, these efforts of journalists to ensure transparency in society, in its modern system of governance, and to improve public relations will undoubtedly be effective in the system of public administration. While transparency is closely linked to freedom of the press, the rule of law is evident in our country as well. That is, Article 5 of the Law of the Republic of Uzbekistan «On Mass Media» (new edition) is entitled «Freedom of the media», the second paragraph of which reads: «Everyone, if the law Unless otherwise provided, he has the right to appear in the media, to express his views and beliefs openly».
Conclusion. Today, the media is personally supported by the head of our state. His congratulations on the occasion of the Day of Press and Media Workers, which will be celebrated on June 27, 2020, were announced by the press service of the President. Most importantly, the media comprehensively analyzes the process of large-scale change and renewal in our country, drawing the attention of government agencies and the public to local social problems, mistakes and shortcomings, the congratulatory message said. Shavkat Mirziyoyev said that future journalists should pay special attention to deep knowledge and professional skills, as well as foreign languages, active citizenship, information and communication technologies, public speaking skills. To date, the process of interpreting the social resonance of a problem or event that has attracted the attention of many in Uzbekistan has become one of the most important tasks that requires great professionalism from our journalists. Independent journalistic research by Uzbek journalists has led to the development of legal literacy among the population, as well as the disclosure of the details of the existing problems in our society to the public.
