This article discusses the development and formation of international law in the Republic of Uzbekistan, the entry of Uzbekistan into international organizations, as well as the training of qualified specialists.

The modern development of international law is primarily associated with the formation of peoples and the existence of various types of states at certain stages of historical development. After gaining independence, Uzbekistan began to rapidly develop international law and integration into international institutions. One of the most significant events was the accession of Uzbekistan to the UN on March 2, 1992 as a new and sovereign state. In 1993, a UN office was opened in Tashkent. To date, the United Nations Country Team (UNCT) in Uzbekistan consists of 25 UN agencies, funds and programs that work together to advance national development priorities in line with the 2030 Agenda and the Sustainable Development Goals. If we talk about the modern work of the UN in Uzbekistan, then in September 2020, the UN Country Team completed the development of a new UN Framework Program for Sustainable Development (2021–2025), which was approved and signed by the Government of Uzbekistan. The Cooperation Framework articulates a collective UN response to Uzbekistan's support to achieve national SDGs, with a focus on leaving no one behind. The Cooperation Framework is the main tool for planning and implementing all UN development activities in the country in support of the 2030 Agenda for Sustainable Development. This program was developed in close cooperation with the Government, Parliament and civil society of Uzbekistan and has three strategic goals:

  1. Good governance and justice for all.
  2. Inclusive human capital development leading to health, well-being and sustainable prosperity.
  3. Sustainable, climate-responsible and resilient development.

In addition, Uzbekistan cooperates with the OSCE. He became a member of this organization on February 26, 1992. Uzbekistan maintains very fruitful cooperation with the OSCE and its institutions at various levels and covers a wide range of issues and problems.

In order to train highly qualified personnel in the field of international law, on September 23, 1992, at the suggestion of the Political Executive Committee of the Central Council of the People's Democratic Party of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan, the Decree of the President of the Republic of Uzbekistan «On the establishment of the University of World Economy and diplomacy» [2, p. 137–139], the main tasks of which were determined:

– training of highly qualified specialists in the field of the world economy, interstate relations, diplomacy, international law and international journalism;

– development and strengthening of scientific, cultural and other business ties with universities of foreign countries of a similar profile, conclusion of long-term agreements on cooperation and mutual assistance with them;

– interaction with educational institutions, state and public and private structures, firms, banks of other countries in the training of highly qualified personnel in these specialties;

– providing internships for students and employees abroad

– study and use of world experience in training specialists of a wide profile in the field of international relations on the basis of business relations with embassies, consulates, trade and other representative offices and organizations of foreign countries

The first defense of the Ph.D. thesis was held on May 13, 1995 at the University of World Economy and Diplomacy (R. T. Khakimov). On March 31, 2000, for the first time in the practice of Uzbekistan, Abu-Ghanem Abdel-Karim (Jordan) became the first foreign citizen who successfully defended his dissertation for the degree of candidate of legal sciences in the specialty «International Law».

An important role in the development and formation of international law in Uzbekistan is played by state and public organizations, such as: Commissioner of the Oliy Majlis for Human Rights (Ombudsman). This institute was one of the first in the CIS. The Institute for Monitoring Current Legislation under the President of the Republic of Uzbekistan was established on December 3, 1996, and in 2005 it was transformed into the Institute for Monitoring Current Legislation under the President of the Republic of Uzbekistan.

An important factor in the development of international law is also considered to be the scientific and special legal journals and newspapers published in the republic, which actively cover international legal problems. These include:

– «Uzbekiston Republican Oliy Majlis palatalari Akhborotnomasi» // Bulletin of the chambers of the Oliy Majlis of the Republic of Uzbekistan (published since 2010 in Uzbek and Russian);

– «Inson va konun» (the newspaper has been published since 1996 in the Uzbek language);

– «Huquq» (the newspaper has been published since 1997 in the Uzbek language);

– «Arbitraj va huquq» // Arbitration and law // Arbitration and Law (the newspaper has been published since 2010 in Uzbek, Russian and English);

– «Kukuq olamida» (the newspaper has been published since 2001 in the Uzbek language).

– «Uzbekiston Respublikasi konunchiligi takhlili» // Review of the legislation of the Republic of Uzbekistan (published since 2004 in Uzbek and Russian);

– «Khukushunos» // Lawyer (published from 2005 to the present in Uzbek and Russian);

– «Ukuku. Right. Law» (published since 1998 in Uzbek, Russian and English);
